Pet insurance fundamentally changes the veterinary care equation by removing financial barriers that otherwise lead owners to delay, forgo, or limit treatment. The correlation between insurance coverage and welfare outcomes is robust: insured animals receive more diagnostic workups, more timely interventions, and are less likely to be euthanized for financial reasons. Increasing insurance penetration is therefore a meaningful animal welfare intervention. However, insurance markets reward healthy, young, purebred animals while underserving older animals and mixed breeds with pre-existing conditions. Breed-specific exclusions can punish owners who have already acquired brachycephalic dogs. Policy reforms requiring more comprehensive coverage and subsidized insurance programs for low-income pet owners would improve welfare access equity.
