Shelter cat welfare operates at two levels: the individual cat experiencing confinement stress, disease risk, and disrupted social needs; and the population level where reproduction rates, disease transmission, and resource constraints determine outcomes for thousands of animals. Individual welfare interventions — quiet housing, hiding places, play opportunities — improve the experience of shelter residency. Population welfare interventions — TNR, community cat programs, aggressive adoption promotion — reduce the number of cats entering the shelter system in the first place. Both levels are necessary and complementary; focusing on one to the exclusion of the other fails cats at the scale the problem demands.
