Despite the availability of welfare-improving technologies, adoption rates among farmers remain low due to cost, knowledge gaps, and insufficient market incentives — challenges that policy and industry can address.
The gap between available welfare technology and actual farm adoption represents one of the most tractable welfare improvement opportunities in agriculture. The technology exists to dramatically improve welfare monitoring, early disease detection, and management decision quality — but farmer adoption depends on economics, knowledge, and peer influence. Certification schemes that reward technology adoption through price premiums, extension services that demonstrate technology in peer farm contexts, and government programs that subsidize adoption cost all address the real barriers to technology uptake. The welfare dividend from widespread adoption of lameness detection, automated welfare monitoring, and behavioral analysis tools would be enormous across billions of farm animals.
