Foster care programs transform shelter outcomes for cats who cannot safely or appropriately be housed in shelter environments, representing one of the highest-impact individual welfare interventions.
The shelter environment, however clean and well-managed, is inherently stressful for cats. The combination of novel smells, sounds, confined space, and loss of familiar territory creates chronic stress that manifests as illness, behavioral deterioration, and reduced adoptability. Foster care removes these stressors while providing individual attention, appropriate socialization, and recovery support. A foster carer who takes one cat for two weeks creates genuine welfare improvements for that individual while freeing shelter space for others. The aggregate welfare impact of active foster networks is enormous.
