Legislative progress on animal welfare is real but uneven. Battery cage bans in the EU and several US states, gestation crate phase-outs, and slaughter welfare regulations represent genuine improvements affecting billions of animals. But legislative gaps are enormous: aquatic animal welfare is largely unregulated worldwide, invertebrate welfare is almost entirely ignored by legislation, and wild animal welfare remains an afterthought in most jurisdictions.
