How effective biosecurity protects farm animal welfare by preventing disease introduction and reducing the need for mass culling.
Farm biosecurity is fundamentally a welfare intervention as well as an economic one. The scale of animal suffering caused by mass culling events in disease control - 50 million poultry killed in the UK during 2021-2023 avian influenza outbreaks, hundreds of millions of pigs culled during African swine fever outbreaks in Asia - dwarfs the welfare harm of most farm management practices. Each individual animal killed in a control cull has suffered an imposed death that good biosecurity could have prevented. The welfare case for rigorous biosecurity investment is therefore not merely economic but profoundly ethical - it prevents suffering at a scale that individual animal management improvements cannot approach.
