Cold weather poses genuine welfare risks to dogs, with hypothermia a serious threat to small breeds, puppies, and short-coated dogs.
Hypothermia causes progressive suffering through intense shivering, then progressive depression, weakness, and cardiovascular failure. Frostbite causes tissue death and pain in affected extremities including ear tips, tails, and paw pads. Dogs left chained outdoors in extreme cold without adequate shelter experience preventable suffering. Even dogs with adequate shelter in cold climates may need additional support during extreme temperature events.
