The shift from input-based to outcome-based welfare assessment represents one of the most important advances in applied welfare science. Input standards specify what facilities and management systems should look like; animal-based indicators assess whether the animals are actually experiencing good welfare. These frequently diverge: a farm can meet all input specifications and still have poor welfare outcomes if management practices are poor. The Welfare Quality research program developed validated, practical animal-based assessment protocols for cattle, pigs, and poultry that are now used in research and increasingly in commercial certification.
