Space for zoo carnivores is one of the most significant and least tractable welfare challenges in zoological management. A lion that has evolved to control territories of hundreds of square kilometers cannot be adequately housed in any zoo exhibit, however enriched. What zoo management can do is provide the most naturalistic, complex, and space-appropriate habitat within institutional constraints, combined with enrichment that addresses natural behavioral motivation. The welfare question is not 'can we provide perfect welfare for carnivores in zoos?' but 'can we provide welfare sufficient to allow these animals to express enough natural behavior to have genuine wellbeing?' For some species and individuals the answer is yes with excellent management; for others it may not be.
