Laboratory animal welfare exists on a spectrum from refinement (reducing suffering within existing animal use) to replacement (eliminating animal use entirely). The welfare imperative is to work urgently toward replacement for every use case where alternatives can provide equivalent scientific information. Progress has been made: cosmetics animal testing bans have eliminated millions of animal test uses annually. Organ-on-a-chip and organoid technologies are showing promise for drug development. However, significant gaps remain - complex behavioral and neurological research requires systemic models that no current alternative can fully replicate. The ethical framework of 3Rs requires genuine effort toward replacement, not token consideration. The welfare of 115 million animals annually depends on how seriously researchers, regulators, and funders prioritize the development and adoption of alternatives.
