Puppy mills cause welfare harm at multiple levels: breeding dogs who spend their entire productive lives in cages without companionship, space, or veterinary care; puppies who are separated too early and socialized poorly, leading to lasting behavioral problems; and families who acquire sick or behaviorally compromised dogs. Breeding female dogs kept in mills experience repeated pregnancies with inadequate recovery time, poor nutrition, and no opportunity to express normal maternal or social behaviors. When their reproductive capacity declines, mill dogs are typically killed or discarded. The welfare of these breeding animals is entirely absent from the commercial calculus that drives the industry. Reducing demand - through adoption, careful research, and avoiding pet store and online marketplace purchases - is the most direct intervention available.
