Animal welfare impact assessment applies rigorous thinking to one of the most important ethical challenges: given limited resources and attention, which interventions most reduce animal suffering? Intuitive responses to welfare issues often track emotional salience - charismatic species, dramatic individual cases, or culturally familiar animals - rather than the magnitude of suffering reduced. Systematic assessment considers scale (how many animals are affected), intensity (how severe is the suffering), and tractability (how achievable is improvement). By these metrics, farm animal welfare - particularly poultry - emerges as a domain of enormous scale and increasing tractability. Wild animal suffering is vast in scale but currently low in tractability. Individual companion animal cases are tractable but affect small numbers.
