Pen design is a leverage point for welfare because it affects every pig in the system continuously rather than episodically. A pen that is too small, lacks enrichment, or creates competitive pressure for resources imposes ongoing welfare costs on all occupants. Yet pen design decisions are made at construction and are expensive to modify - producers who build systems with inadequate space or enrichment lock in welfare deficits for the lifetime of the facility. The disconnect between minimum legal standards (which are minimal) and scientifically recommended standards is particularly acute in pig housing: legal compliance does not equal good welfare. Higher welfare pen designs cost more per square meter but improve multiple outcomes simultaneously - reduced aggression reduces injuries, enrichment reduces tail biting, and better floor types reduce lameness.
