FMD causes acute and severe suffering. Affected animals develop painful blisters that rupture, leaving raw ulcerated tissue making eating, drinking, and walking extremely painful. Animals may be unable to stand or eat for days. The disease itself is rarely fatal in adult cattle but causes massive productive losses and prolonged welfare harms. Control measures also carry welfare costs - mass culling of healthy animals, sometimes including thousands of animals slaughtered preventively in buffer zones, represents an enormous welfare harm even if economically and epidemiologically justified.
