A reactive dog on a lead, lunging and barking at passing dogs or people, is almost always an animal in emotional distress rather than a dog being willfully difficult. The behavior is a panic response - the dog has learned that big threatening displays make the scary thing go away. Punishment suppresses the display but worsens the underlying anxiety, creating a dog more likely to bite without warning when it can no longer display. Welfare-centered training creates positive associations with previously terrifying triggers, reducing the anxiety that drives the behavior.
