Feral cat welfare requires confronting the reality that millions of cats live in environments where lethal control and TNR are the only realistic options. The welfare case for TNR rests on several foundations: neutered cats avoid the welfare costs of repeated pregnancies and kitten mortality; managed colonies provide food and monitoring that reduces disease and injury; and the alternative of continuous lethal control has demonstrated inability to achieve lasting population reduction, making the welfare costs of euthanizing cats ineffective as well as ethically costly. TNR is not a welfare solution for individual cats with painful conditions - these require veterinary assessment and treatment or humane euthanasia.
