Live export reforms represent genuine progress but also illustrate how challenging it is to enforce welfare standards across international supply chains. Animals loaded onto ships enter supply chains where the exporting country has limited control over conditions at destination. While ESCAS-type systems improve traceability, they cannot guarantee welfare outcomes at facilities in importing countries with different regulatory environments. The fundamental welfare problem - that live transport creates prolonged stress for animals - cannot be fully resolved through regulation alone. Only replacing live export with chilled and frozen meat trade eliminates the inherent welfare costs of long sea voyages.
