Cold weather horse welfare involves resisting two opposite management errors. The first is over-rugging: horses that are excessively rugged in mild cold cannot regulate their own temperature, may become uncomfortably hot, and lose the ability to develop and use their natural winter coat effectively. The second is under-provision of the genuine welfare essentials for cold conditions: unfrozen water, adequate energy in the diet, and shelter from wind and rain. The well-managed winter horse is one that has the opportunity to thermoregulate naturally, supported by the manager with appropriate food, water, and shelter but not artificially maintained at temperatures more comfortable for the owner than necessary for the horse.
