Livestock pain management represents one of the highest-impact, most cost-effective welfare improvements available in current farming systems. The gap between what is technically possible and what is routinely practiced is enormous: effective analgesia for routine procedures exists, is affordable, and causes no production harm - yet most farm animals undergo painful procedures without any pain relief. Financial cost alone does not explain this gap - cultural norms, veterinarian assertiveness, and producer welfare knowledge all influence practice. Regulatory requirements for pain relief would transform welfare outcomes rapidly.
