When welfare outcome data is not publicly reported, there is no mechanism for consumers, investors, or regulators to identify farms, companies, or countries with poor welfare performance and reward improvement. Standardized welfare reporting frameworks that collect animal-based outcome data (lameness rates, mortality, injuries, behavioral indicators) and make results publicly available create accountability mechanisms that drive improvement. The EU Farm to Fork strategy has indicated interest in mandatory welfare labelling - one form of welfare transparency that directly reaches consumer decision-making.
