Many farmers want to improve animal welfare but face significant economic barriers. Understanding the transition challenges helps advocates support farmers more effectively.
Farm welfare transition welfare is a systemic challenge that requires more than consumer behaviour change to resolve. Individual farmers face real financial risk in transitioning to higher welfare systems without certainty of market return. A farmer who invests in straw-bedded pig accommodation or free-range poultry housing is taking a significant capital risk. The welfare policy challenge is creating the enabling environment for transitions: long-term supply contracts at welfare-adjusted prices, agri-environment scheme support for capital investment, and technical guidance from animal welfare organisations. Supporting the farmers and organisations creating this enabling environment - not just criticising those who have not yet transitioned - is a more welfare-effective advocacy approach.
