The challenges are economic and regulatory: many tilapia farms operate in low-income countries where welfare regulation is absent and profit margins are thin. Consumer awareness of tilapia welfare is low, making market-driven welfare improvement slow. Nevertheless, progress is possible: ASC certification exists for tilapia and sets minimum welfare-relevant standards. Supporting tilapia welfare improvement through purchasing choices and advocacy can drive improvement at scale.
