Over 80 billion land animals are farmed globally each year. The welfare of the vast majority is governed by minimal or no standards. International frameworks offer hope for improvement.
Global livestock welfare presents the most numerically significant welfare challenge facing animals. The scale of suffering in industrial animal agriculture - confined, mutilated, slaughtered animals numbering in the tens of billions annually - dwarfs all other human-caused animal welfare problems combined. International standards through the OIE provide a framework, but enforcement is voluntary and standards are minimal. The most effective global welfare interventions combine consumer pressure in high-income countries, trade policy that maintains import welfare standards, and support for welfare-improving technology transfer to lower-income countries.
