Intentional culling using legal methods temporarily removes individuals but does not reduce populations - territorial replacement occurs within weeks. Tolerance and non-lethal management - securing bin lids, removing food sources, closing off den access - achieve lasting conflict reduction without welfare cost to individual foxes.
