Local anesthetic alone is insufficient because it wears off while inflammatory pain continues. The most welfare-consistent long-term solution is breeding polled cattle that do not develop horns, eliminating the need for the procedure entirely. Polled genetics are increasingly available across major beef and dairy breeds.
