The gap between available pain management knowledge and actual farm practice represents one of the most tractable welfare problems in agriculture. We know that routine procedures including castration, disbudding, tail docking, and surgical interventions cause pain; we have safe, effective medications to manage this pain; and we have evidence that these medications work when used. The barriers are practical and cultural rather than scientific. Reducing these barriers through subsidized medication access, education, regulatory requirements, and welfare scheme incentives would deliver substantial welfare improvements for millions of farm animals annually at relatively modest cost.
