Policy advocacy works at a fundamentally different scale than individual consumer choices. A single legislative change can improve the conditions for millions of animals simultaneously and durably. Participating in public comment processes, contacting elected representatives, supporting ballot initiatives, and engaging with trade policy discussions are all legitimate and effective forms of animal welfare advocacy that are accessible to citizens without specialized expertise.
