Stray dogs experience chronic malnutrition, disease including mange, distemper, and parvovirus, injury from vehicle collisions and territorial conflict, and the physiological stress of constant insecurity. Lethal control through shooting or poisoning causes acute suffering and does nothing to improve the long-term situation for surviving dogs or public health. CNVR programs that stabilize populations through sterilization while providing rabies vaccination offer the only evidence-based path to simultaneously improving dog welfare and reducing human health risk.
