Animal welfare certification schemes are evolving from input-based standards toward outcome-based welfare assessment frameworks.
The evolution from input-based to outcome-based certification represents a major advance in welfare assurance. Input standards specify minimum conditions but cannot guarantee good welfare if animals adapt poorly or if stocking density creates cumulative stress. Outcome-based frameworks that measure fear responses, physical health indicators, and behavioural repertoires provide a more accurate picture of actual welfare.
