The absence of standardised welfare metrics prevents meaningful comparison of animal welfare across farms, countries, and production systems. Without agreed metrics, welfare claims are difficult to verify, research findings cannot be combined, and policy-makers cannot track progress. International harmonisation efforts led by FAO and the World Organisation for Animal Health represent progress but implementation remains slow.
