Mandatory CCTV in UK slaughterhouses since 2018 has improved welfare standards and accountability, though challenges in effective use of footage persist.
Mandatory CCTV represents an important step toward accountability and transparency in slaughter welfare. The evidence that observed behaviour improves when individuals know they may be monitored supports its welfare value. However, CCTV is only effective if footage is reviewed systematically, problems are acted upon promptly, and penalties for violations are proportionate. Passive CCTV without active oversight provides limited welfare benefit.
