Legislative restrictions on fireworks are increasingly advocated as the most effective population-level intervention to reduce animal welfare suffering during firework events. Various regulatory approaches have been implemented globally.
Individual legislative interventions cannot address the welfare of millions of animals suffering from firework phobia simultaneously. Only population-level policy change reducing the frequency, timing, and scale of firework events can deliver welfare benefits at the scale of the problem. Restricting private firework use and encouraging adoption of quieter firework technologies addresses the root cause rather than managing individual animals' responses.
