The 3Rs framework of Replace, Reduce, and Refine has driven progress in reducing animal testing but millions of animals are still used annually.
Animals used in research experience welfare harm from procedures, housing in laboratory settings, and the uncertainty of their situation. Refinement of procedures has reduced suffering per animal but the total number used has not declined significantly in the UK. Housing conditions below the complexity needed by social species causes chronic welfare compromise. The pain and distress caused by some toxicology tests represents significant welfare harm that requires urgent replacement.
