Animal welfare legislation in the UK and globally is often stronger on paper than in practice, with enforcement gaps allowing significant suffering that existing laws are designed to prevent.
Strong animal welfare legislation without effective enforcement is only symbolic protection for animals. The gap between law and practice in animal welfare is significant — on farms, in slaughterhouses, in pet shops and in companion animal situations, suffering occurs that existing legislation prohibits. Enforcement capacity has declined as local authority budgets have been cut. Independent monitoring, whistleblower protections, and mandatory CCTV create evidence that supports prosecution. The sentencing reforms of 2021, increasing maximum penalties for cruelty, represent an important deterrent, but are only effective if supported by investigation and prosecution capacity. Welfare law reform and enforcement reform must go together.
