The cosmetics animal testing issue illustrates how regional welfare standards can drive global change while significant gaps remain. The EU and UK bans have transformed the European market and created significant industry pressure for cruelty-free formulations. However, companies selling in multiple markets have faced pressure to test on animals for some regulatory requirements. China's 2021 reform removed a major barrier. The remaining challenge is the many countries with no ban, where millions of animals are still tested for products that could be formulated and validated without animal tests. Continued consumer pressure, international regulatory harmonization and investment in validated alternatives will close these remaining gaps.
