For most of human history, fish were assumed to be simple, reflexive creatures — too different from us to feel pain in any morally significant way. This assumption is now recognized to be scientifically unfounded. Fish share evolutionary origins with all vertebrates, possess similar pain-processing structures, and demonstrate behavioral responses to harmful stimuli that closely parallel those of mammals.
The underestimation of fish welfare has had enormous consequences. Approximately 1-2 trillion wild fish are caught annually (not counting bycatch), and hundreds of billions more are raised in aquaculture. The vast majority are killed with little or no consideration for welfare. If fish can suffer — which the evidence increasingly suggests they can — then this represents the largest source of preventable suffering from human activity.
Fish welfare is now taken seriously by leading animal welfare scientists, philosophers, and increasingly by regulators. The UK Animal Welfare (Sentience) Act 2022 extended legal recognition of sentience to fish, crustaceans, and cephalopods — a landmark shift in how these animals are viewed under law.
Fish possess nociceptors — specialized nerve endings that detect potentially damaging stimuli — that closely resemble those found in mammals. When fish are exposed to noxious stimuli, they show protective behaviors, physiological stress responses (elevated cortisol), and learned avoidance, all of which are consistent with pain experience rather than mere reflexive response.
A landmark study published in Nature in 2003 by Sneddon, Braithwaite, and Gentle demonstrated that trout injected with acetic acid in their lips showed sustained behavioral changes — including rocking, rubbing the affected area, and reduced feeding — that were abolished by morphine but not by saline. This was significant because it showed the response was mediated by the same opioid system as pain in mammals, not merely a reflex.
Fish also demonstrate cognitive complexity that suggests significant inner experience. Cleaner wrasse pass versions of the mirror self-recognition test, previously thought exclusive to great apes, dolphins, and elephants. Fish show evidence of social learning, tool use (some species use rocks to crack open bivalves), mental time travel (anticipating future states), and even play behavior. These capacities suggest a level of sentience that makes their welfare morally significant.
The scientific consensus has shifted substantially. A 2021 review in the journal Fish and Fisheries concluded that the evidence for pain experience in fish is compelling and that there is no longer scientific justification for treating fish as categorically different from mammals and birds in terms of their capacity for suffering.
Wild fish face severe welfare problems in commercial fisheries. Trawling — dragging large nets across the seabed — catches enormous numbers of fish that are slowly crushed by pressure as nets fill and hauled to the surface over hours. The decompression from being brought rapidly to the surface can cause swim bladder rupture and other painful injuries. Once on deck, fish often die slowly from asphyxiation, sometimes taking 30 minutes or more to lose consciousness.
Bycatch — non-target species caught incidentally — represents an additional massive welfare problem. By some estimates, bycatch constitutes 40% of what is caught by commercial fisheries globally, amounting to hundreds of billions of animals killed annually. These animals are typically discarded, often already dead or severely injured.
Longlining — a method using lines with thousands of baited hooks — keeps fish hooked and struggling for hours before retrieval. Gill-netting traps fish by their gills, causing suffocation while the net remains in the water for extended periods. Both methods cause prolonged stress and suffering.
Humane slaughter methods for fish exist but are rarely used in commercial fisheries. Percussive stunning (a sharp blow to the head), electrical stunning, and CO2 immersion can render fish unconscious rapidly. Some high-welfare aquaculture and artisanal fisheries use these methods, demonstrating that they are practicable at scale.
Aquaculture now produces roughly half of all fish consumed globally, and the sector is growing rapidly. While aquaculture could theoretically allow for better welfare standards than wild capture, in practice most aquaculture operations present significant welfare problems.
Stocking density is a primary concern. In intensive salmon farming, fish are kept at densities that cause chronic stress, increased aggression and injury, disease vulnerability, and abnormal behaviors. Sea lice infestations — common in open-net salmon farms — cause lesions, stress, and in severe cases, death. Treatment with pesticides creates additional welfare concerns.
Pangasius (basa fish) and tilapia, popular in global markets, are often farmed at extremely high densities in conditions that provide poor water quality and limited space for natural behaviors. Shrimp farming, a massive global industry, involves conditions that increasingly attract welfare scrutiny as evidence for crustacean sentience accumulates.
Slaughter methods in aquaculture often involve CO2 stunning (which causes distress before unconsciousness), asphyxiation in ice slurry, or simply being left to asphyxiate out of water. The Shrimp Welfare Project and similar organizations are working to develop and promote more humane slaughter and handling practices specifically for aquaculture species.
Policy change on fish welfare has lagged far behind mammalian welfare legislation, but progress is occurring. The EU Farm to Fork Strategy and the EU Animal Welfare Action Plan (2023-2027) include fish, with proposals to establish minimum welfare standards for farmed fish. Norway, the world's largest salmon producer, has introduced relatively strict welfare standards for salmon farming including mandatory stunning requirements.
The UK's landmark 2022 sentience legislation creates legal pressure for policy change across all sentient species including fish. Several supermarket chains and foodservice companies have adopted fish welfare procurement policies requiring suppliers to use humane slaughter methods.
Certification schemes like the Global Salmon Initiative and some organic certification programs include welfare criteria for fish, though standards vary widely and enforcement remains inconsistent.
The biggest unaddressed area remains wild-capture fisheries, where the scale is vast and welfare oversight essentially nonexistent. Developing practicable standards for wild fisheries — possibly starting with high-value species caught in smaller volumes — represents an important frontier for welfare advocates.
