The Five Freedoms provide a useful baseline for cattle welfare assessment but are better viewed as a floor rather than a ceiling. Many UK cattle systems meet the letter of Five Freedoms requirements while still failing to provide positive welfare experiences. The newer Five Domains model adds positive welfare indicators alongside the absence of negative states. For cattle welfare to improve, producers need to move beyond compliance to actively promoting positive states.
